Statewide Interoperability Communications Systems - Integrating Value Management

Goal: The primary goal was directed towards the (1) implementation of value management methodology facilitation and consultancy support in the early programmatic conceptual and definition phase, prior to implementation and deployment, operations and support of the first-ever Louisiana-Statewide Interoperability Communications Program which outcomes will result in the development of a (2) public and private network and organizational Total Statewide Interoperability Communication Strategic Plan (SICSP) as per Executive Order KBB 2006-17, (3) address Statewide Interoperability Executive Committee (SIEC) capability gaps, (4) SIEC and SICSP cost effectiveness’ of appropriated funds for Louisiana tax payers, (5) enhance the capacity of State risk-based local jurisdictions, as well as special needs jurisdictions, to develop, plan and implement effective interoperability strategies for Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) and National Disasters (ND) preparedness with focus on the highest risk and critical areas at the local events and local jurisdiction level.

Results: The Scope of the deliverables titled (1) Statewide Interoperability Communications Strategic Plan (SICSP) draft | vu-graph format and text proposal; (2) Statewide Interoperability Communications Strategic Plan (SICSP) Final Book Build; (3) Statewide Interoperability Communications Strategic Plan (SICSP) Product Requirements Definition Documents (PRD) Final Book Build and (4) Statewide Interoperability Communications Strategic Plan (SICSP) Request for Proposal (RFP) Final Book Build; will be developed and implemented in the Concept Exploration and Definition Phase 0 and Milestone 1 and SIEC Gate Reviews according to the Defense Acquisition, per US DOD 5000.2 (Rev.3/04/05).

Measurements:  The initiating, planning, controlling and executing of the Value Management (VM) Program will take place in the VM Pre-Event Phase to the Post Event Phase. The SICSP Value Management Tier 1 and Tier 2 Value Management Workshops Summary of Deliverables (SICSP Draft-Vu-graph Format) is estimated at 26 man-days  over a life cycle of 45 man-days supporting Budget Request Option I.  The SICSP Value Management Tier 1 and Tier 2 Value Management Workshop Summary of Deliverables (SICSP Draft-Vu-graph, SICSP, PRD, RFP Draft-Vu-graph Final Book Build) is estimated at 150 man-days supporting Budget Request Option II, and is representative and inclusive of the four SICSP VM Workshops over 45 man-days life cycle. The schedule shall have one SIEC Milestone and Gate Review, and at least three Gate Reviews to support Budget Request Option II.  The Budget Request estimated four VM workshops deliverables and 26 man-day efforts; and all VM, SICSP, SICSP-PRD and RFP deliverables for the 150 man-day efforts as stated above.
