Arkansas charges a 6.5% state sales tax on most goods and some services. County and city taxes stack on top of that, which pushes combined rates as high as 12.625% depending on where your customer takes delivery. SaaS is not taxable in Arkansas, but digital products like e-books and streaming media are.

If you sell into Arkansas, you need to know when you trigger a filing obligation, how to register with the Arkansas Department of Finance and Administration, and how to get the rate right at the address level. This guide covers each step to Arkansas sales tax compliance.

## Arkansas Sales Tax at a Glance

Arkansas sales tax is a 6.5% state gross receipts tax plus local county and city taxes, administered by the Arkansas Department of Finance and Administration.

Local governments can add up to 5.5% in combined county and city tax. Most Arkansas addresses land between 7.5% and 11%, and the top of the range is 12.625% in Gillham. The Tax Foundation puts the average combined rate at 9.48%, one of the highest in the country.

Arkansas uses destination-based sourcing. This means you charge the rate at your customer’s delivery address, not your store or warehouse. If you ship to a customer, you charge the rate where the package lands. If a customer picks up in person, you charge the rate at your location.

Springdale shows why address-level accuracy matters. The city spans two counties, so Benton County addresses carry a different rate than Washington County addresses. Local rates also change quarterly. ## Taxable Categories: What Arkansas Sales Tax Applies To

Arkansas taxes all tangible personal property unless a specific exemption applies, plus a defined list of services. Digital products get their own treatment under the state code.

### Tangible Personal Property (TPP)

Tangible personal property is taxable in Arkansas at the full combined rate. That covers furniture, electronics, clothing, equipment, and standard retail goods.

A few categories are treated differently:

-   **Groceries:** The state reduced food tax dropped to 0% effective January 1, 2026. Local taxes still apply at their normal rates, so groceries are not fully tax free. You still collect and report the local tax rate. Also note that not all groceries fall into this category. Items like candy and soft drinks may still be subject to tax.
-   **Prescription drugs:** Prescription drugs sold by licensed pharmacists, hospitals, or physicians are exempt from state and local tax under Ark. Code Ann. § 26-52-406, as is prescribed oxygen.
-   **Medical equipment:** Durable medical equipment, mobility-enhancing equipment, prosthetic devices, and disposable medical supplies are exempt under Ark. Code Ann. § 26-52-433, but only when a physician wrote the prescription for a specific patient before the sale.
-   **Motor vehicles.** Used vehicles follow a tiered structure set by Act 1013. Under $4,000, no state tax. From $4,000 to $9,999, a reduced state rate of 3.5% applies to the full price. At $10,000 and above, the full 6.5% rate applies. Local tax is never reduced. The tier is set by the date of sale, not the date of registration.

Arkansas also runs an annual sales tax holiday on the first weekend of August under Act 757 of 2011. State and local tax comes off clothing under $100 per item, clothing accessories under $50 per item, school supplies, school instructional materials, and certain electronic devices. Participation is mandatory, so you cannot charge tax on qualifying items during the holiday window.

### SaaS and Digital Products

[SaaS](/blog/are-subscriptions-taxable) is not taxable in Arkansas. The state does not classify it as tangible personal property, and it does not meet the state’s definition of a specified digital product. Software delivered electronically or by load and leave is also generally non-taxable, as is custom software written for a single purchaser.

Digital products, however, are generally taxable. Since January 1, 2018, under Act 141 of 2017, Arkansas taxes specified digital products sold to an end user with the right of permanent or less than permanent use. That includes:

-   Digital audio works, such as music and ringtones
-   Digital audio-visual works, such as movies and streaming video
-   Digital books
-   Digital codes that give the buyer the right to obtain any of the above

However, there are exceptions. Prewritten software on a physical medium like a USB drive is taxable, because the medium makes it tangible personal property. Digital subscriptions to newspapers, journals, periodicals, and academic databases are exempt, because the DFA has ruled they are neither tangible personal property nor specified digital products.

### Taxable Services

Arkansas taxes only the services it specifically lists in statute. Most professional services, including legal, accounting, and consulting work, are not taxable.

Examples of taxable services include:

-   Vehicle repair and installation labor
-   Dry cleaning and laundry services
-   Repair of tangible personal property

Note that repair of farm machinery and equipment is taxable, covering both parts and labor. Check whether your service appears on the enumerated list before assuming it is exempt.

## Monitoring: When Arkansas Sales Tax Applies to You

You owe Arkansas sales tax once you have [sales tax nexus](/blog/nexus-tax-software) in the state. Nexus comes from either economic activity or physical presence.

### Economic Nexus Threshold

Remote sellers are required to collect sales tax in Arkansas if they do a certain amount of sales in the state. Arkansas economic nexus is triggered at $100,000 in sales **or** 200 separate transactions delivered into Arkansas during the current or previous calendar year. Either is enough to trigger nexus.

The threshold counts sales of tangible personal property, taxable services, digital codes, and specified digital products delivered into Arkansas. Sales made through a marketplace facilitator generally count toward the facilitator's Arkansas economic-nexus threshold, not the marketplace seller's threshold.

### Physical Nexus

If your business has physical presence in Arkansas you’re required to collect sales tax. There is no threshold.

Physical presence includes an office or storefront, employees or contractors in the state, inventory in an Arkansas warehouse or third-party fulfillment center, and equipment or property located there. A single remote employee working from a Little Rock address is enough.

### Marketplace Facilitators

Marketplace facilitators must collect and remit Arkansas sales tax for their third-party sellers once the marketplace crosses the same $100,000 or 200 transaction threshold.

If you sell only through marketplaces that collect for you, you generally do not need your own Arkansas sales tax permit. If you also sell directly through your own site, you must register and collect on those direct sales once they alone cross the threshold.

## Registration: How to Register for Arkansas Sales Tax

### How to Register

Register for your Arkansas sales tax permit at the [Arkansas Taxpayer Access Point (ATAP)](https://atap.arkansas.gov/_/).

Your path through ATAP depends on whether you have physical presence:

1.  Go to ATAP and open the Business section.
2.  If you have a physical presence in Arkansas, select "Register a Business."
3.  If you are an out-of-state seller with no physical presence, select "Register a Remote Seller."
4.  Complete the application with your entity details, NAICS code, and expected sales volume.

Arkansas is a Streamlined Sales Tax member state, so you can also register through the Streamlined Sales Tax Registration System if you need permits in several member states at once. Processing is not immediate, so build in lead time before your first collection date.

### Registration Fees

In-state businesses pay a $50 non-refundable permit fee. Remote sellers registering with no physical presence pay no fee.

## Calculation: Arkansas Sales Tax Rates

### State and Local Rate

The Arkansas state sales tax rate is 6.5%. County and city taxes are layered on top, making combined rates from 6.5% up to 12.625% depending on the delivery address or where your customer takes possession of the item.

The DFA publishes [updated city and county sales tax rate listings](https://www.dfa.arkansas.gov/office/taxes/excise-tax-administration/sales-use-tax/sales-use-tax-rates/state-sales-use-tax-rates/) and mails change notices to registered taxpayers each quarter.

### Prepayments for High-Volume Filers

Businesses with average net sales of $200,000 or more per month must prepay their monthly sales tax liability twice each month by electronic funds transfer. The DFA reviews reported taxable sales each year, July through June, to decide who falls into the program. You can prepay in two equal installments or pay 80% of your monthly state liability by the second prepayment date. Out-of-state sellers averaging more than $200,000 per month fall under the same requirement.

Arkansas also requires taxpayers with an average monthly tax liability of $20,000 or more to remit by EFT.

### What the Rate Applies To

The rate applies to taxable tangible personal property and enumerated taxable services. SaaS is not taxable in Arkansas, and neither are groceries or prescription medication. Only services listed by statute, like certain repair services, are taxable.

## Filing: How and When to File Arkansas Sales Tax Returns

### Filing via ATAP

All Arkansas sales and use tax returns are filed through ATAP. All sales and use tax forms are also available from the DFA site if you need paper versions or supporting schedules.

Zero returns are required. If you hold an active permit and had no Arkansas sales in a period, you still need to file. Skipping one triggers penalties the same way a missed return with tax due does.

### Filing Deadlines

Returns are due on the 20th day of the month following the reporting period. If the 20th falls on a weekend or holiday, the deadline shifts to the next business day.

Prepayment filers face two extra dates each month. In 2026 the first generally falls near the 12th and the second near the 24th, with the monthly return still due on the 20th.

### Filing Frequency Thresholds

Most businesses file monthly by default. Under Gross Receipts Tax Rule GR-77, the DFA can move you to a less frequent schedule based on your average monthly liability in the previous fiscal year, July 1 through June 30.

It’s important to note that you do not change your filing frequency on your own. Keep filing monthly until the DFA notifies you in writing that you may switch.

### Late Filing Penalties

Arkansas penalties add up quickly. Failure to file carries 5% of the tax due for the first month, plus another 5% for each additional month or part of a month, capped at 35%. Failure to pay carries the same structure and cap.

Interest runs at a fixed 10% per year on unpaid balances and does not shift with federal rates. Failing to pay by EFT when required is a 5% penalty. Missing a required prepayment is another 5% per occurrence, and you lose the 2% discount Arkansas offers for timely payment.

## Remittance: How to Pay Arkansas Sales Tax

### Remittance via ATAP

You’ll remit sales tax in ATAP at the same time as you file. You provide your US bank account details and the DFA pulls the required amount by ACH debit. The state also offers ACH credit. This is with the exception of businesses meeting the $20,000 threshold, who must pay by EFT.

No US bank account? This is where international sellers can get stuck. ATAP assumes a US bank account, and opening one purely to remit Arkansas tax is slow and expensive.
